May 04 (V7N) - Iran has explained that its recently proposed 14-point plan to the United States is primarily aimed at ending the ongoing war, while leaving more complex and sensitive issues for later negotiations.  

Foreign Ministry spokesperson Esmaeil Baghaei said the plan focuses on reaching an agreement to stop the conflict rather than attempting to resolve all outstanding matters at once. He outlined a two-phase approach: the first phase seeks to secure an agreement to fully end the war, while the second phase, within 30 days, would involve discussions on how the agreement will be implemented.  

Baghaei emphasized that the 30-day period should not be seen as a deadline or ultimatum. Instead, it represents a sequence of phases, underscoring that Iran is not negotiating under pressure. He added that Iran’s guarantees would come from its own power and leverage, pointing to the strategic importance of the Strait of Hormuz as a key factor in its negotiating position.  

Overall, the proposal highlights Iran’s priority of halting the war first, while deferring more difficult issues to later talks, maintaining a position of strength in negotiations.
