Dhaka, Oct 18 (V7N) — National Citizens Party (NCP) Member Secretary Akhtar Hossain has said that the party refrained from signing the July Charter because it lacks a clear legal foundation and an implementation framework.
He made the remarks at a press conference held at the party’s temporary central office in Banglamotor on Saturday (October 18) morning.
Akhtar Hossain said several political parties had agreed to repeal certain articles of the constitution, some of which are part of its basic structure. “If the constitution is amended in violation of its basic framework, such amendments may later be challenged or struck down by the court,” he warned.
He further stated, “If the July Charter is approved in this manner, it will amount to deceiving the people. Therefore, the NCP insists that a formal order establishing the July Charter be issued before any referendum is held.”
The NCP leader also pointed out that the Charter does not mention the sovereign or civic powers of the people, nor does it include any details about the legal structure or implementation order of the proposed referendum.
“However,” he added, “we will continue our dialogue with the Consensus Commission to resolve these legal complications and establish a solid legal basis for the Charter. The NCP will sign it only after our proposed issues are properly addressed.”
