After analyzing the footage and conducting online searches, it appears that the device used by the Prime Minister is the Sirin Finney, a blockchain-based smartphone produced by technology company Sirin Labs.

The Sirin Finney is considered one of the world’s first blockchain-enabled smartphones. The device was introduced to the market in May 2018 and generated significant discussion in the technology sector later that year.
