DHAKA, April 29 (V7N) — In a notable moment during the 13th Jatiya Sangsad’s first session, Deputy Speaker Barrister Kayser Kamal praised Prime Minister and Leader of the House Tarique Rahman for his adherence to parliamentary discipline and decorum.
The Deputy Speaker’s comments came on Thursday, immediately following a speech by Law Minister Md Asaduzzaman regarding the thanksgiving motion on the President’s address.
Addressing the House, Barrister Kayser Kamal highlighted a specific instance of etiquette displayed by the Prime Minister to avoid a breach of parliamentary rules known as "crossing the floor"—the act of passing between the Speaker and a Member who is currently speaking.
The Deputy Speaker recounted that while the Law Minister was delivering his speech, the Prime Minister’s designated seat in the front row placed him directly in the line of the Minister's address. To avoid crossing the floor or obstructing the proceedings, the Leader of the House voluntarily vacated his front-row seat and moved to the third row.
"The Leader of the House has set an example of decency and discipline in the parliamentary proceedings which other members of parliament can observe," Kayser Kamal remarked. "Since it could have been floor crossing, he instead sat in the third row. I am giving this example to all other honorable members of parliament. Let us learn."
The Deputy Speaker emphasized that maintaining such high standards of discipline is vital for the dignity of the Jatiya Sangsad. He noted that small gestures of respect for established rules contribute to the overall effectiveness and sanctity of the legislative process.
"It is expected that discipline prevails in this House all the time," he added, urging lawmakers to follow the Prime Minister's lead in prioritizing parliamentary tradition over personal convenience.
The 1st session of the 13th Parliament has seen a focus on establishing a new culture of legislative conduct, with senior leaders frequently emphasizing the importance of civil discourse and adherence to the Rules of Procedure.
