Chattogram, Dec 06 (V7N) — Chief Justice Dr. Syed Refat Ahmed has described the fundamental transformation achieved in the country’s judicial system over the past one and a half years as a historic milestone in Bangladesh’s judicial history.
He made the remarks while speaking at a seminar jointly organized by the Bangladesh Supreme Court and the United Nations Development Programme (UNDP) at the Radisson Blu Chattogram Bay View Hotel on Saturday (December 6).
The Chief Justice said that long-standing dual administrative constraints on the judiciary have been removed through the enactment of the Supreme Court Secretariat Ordinance, 2025. As a result, the Supreme Court has obtained full administrative and financial autonomy for the first time.
“This has ushered the judiciary of Bangladesh into a new institutional era,” he said, adding that the development reflects a national consensus on building a strong, independent, and transparent judiciary in line with constitutional principles.
Dr. Syed Refat Ahmed emphasized that laws are effective only when they are properly implemented. In this regard, he stressed the importance of infrastructure development, human resource capacity building, digital transformation, and coordinated efforts among all stakeholders to ensure the effective functioning of the judiciary, particularly commercial courts.
He further informed that initiatives are underway to establish specialized commercial courts aimed at resolving business and investment-related disputes quickly, efficiently, and impartially, which will help improve investor confidence in the country.
The seminar was also attended by the ambassadors of Sweden and the European Union, along with senior officials from UNDP and the Supreme Court Secretariat.
