Dhaka, Sep 19 (V7N)- The government has published the gazette for the new pay structure, known as the 9th Pay Scale, raising the basic salaries of government officials and employees by 100% to 142%, depending on their grade.

The Finance Division of the Ministry of Finance published the gazette titled “Service (Pay and Allowances) Order, 2026” on Saturday (September 19).

According to the gazette, the new pay structure will take effect from July 1, 2026, and will be implemented in three phases. Government employees will also receive their due salary arrears.

In the first phase, from July 1 to December 31, 2026, employees in Grade 9 and above will receive 40% of the difference between their new and old basic salaries, while those in Grades 10 to 20 will receive 50%.

During the second phase, from January 1 to June 30, 2027, employees in Grade 9 and above will receive 70% of the difference, while those in Grades 10 to 20 will receive 75%.

From July 1, 2027, all government officials and employees will receive 100% of the basic pay under the new scale, including annual increments.

However, house rent, medical and festival allowances will continue at the rates applicable on June 30, 2026, until December 31, 2027. The allowances at the revised rates will take effect from January 1, 2028.

The new structure also sets monthly medical allowances at Tk 3,000 for employees aged up to 50 and Tk 4,000 for those above 50. The Bangla New Year allowance will remain at 15% of basic pay.

For retired officials, employees and lifelong family pensioners, the revised net pension will also be introduced in phases, reaching 100% from July 1, 2027. Medical allowances for pensioners will range from Tk 3,000 to Tk 6,000 depending on age.

The existing 20-grade structure has been retained. Basic salaries for Grades 1 to 10 will increase by 100%, with Grade 1 pay rising from Tk 78,000 to Tk 156,000. Salaries for Grades 11 to 20 will rise by up to 142%, with Grade 20 pay increasing from Tk 8,250 to Tk 20,000.

The government estimates that implementing the new pay structure for around 2.4 million government officials, employees and pensioners will require an additional annual expenditure of approximately Tk 1.05 lakh crore.

The National Pay Commission, 2025, was formed on July 27, 2025, nearly a decade after the Eighth Pay Commission. The 23-member commission, headed by former Finance Secretary Zakir Ahmed Khan, submitted its report on January 21, 2026, recommending salary and allowance increases of 100% to 140%.

A 10-member committee led by Cabinet Secretary Nasimul Goni was later formed to review the recommendations and oversee implementation. Based on the committee's final recommendations, the Cabinet approved the National Pay Scale-2026 on August 31.

The gazette was published on Saturday after receiving legal vetting from the Ministry of Law.
