SANGSAD BHABAN, April 30 (V7N) — Law, Justice and Parliamentary Affairs Minister Md. Asaduzzaman today informed the Jatiya Sangsad that the government is moving toward a fully digitized land registration system, with online-based deed registration expected to launch between the second half of 2027 and the first half of 2028.
Responding to a question from opposition lawmaker Md Masud Parvez (Chuadanga-1), the Minister detailed the "Land Registration System Automation" project, a major ICT-based initiative aimed at eliminating bureaucratic delays and modernizing the country's centuries-old manual registration process.
The Minister shared key details regarding the financial and logistical scope of the project:
Total Cost: Tk 632.69 crore, funded entirely by the government.
Launch Date: The project officially commenced on July 1, 2025.
Completion Target: The implementation period is set to run until June 2030, though core online services are expected much sooner.
A central component of the digitization drive is the development of a unified software platform titled the “Registration Resource Planner (RRP).”
Purpose: This software will serve as the backbone for the entire land registration system, operating on a modern digital platform.
Scope: The project includes extensive software development, system integration, data migration from physical ledgers to digital servers, and nationwide user training for registration officials.
The transition to an online-based deed registration system is expected to:
Reduce Fraud: Digital records and system integration will make it significantly harder to forge land documents or register the same plot multiple times.
Increase Efficiency: Online processing will drastically cut down the time citizens spend at sub-registrar offices.
Transparency: A unified digital database will allow for easier verification of land titles and registration history.
Minister Md. Asaduzzaman expressed optimism that by the first half of 2028, the "RRP" system will be fully operational, marking a new era of transparency and ease of doing business in Bangladesh’s real estate and land management sectors.
