WASHINGTON, July 23 (V7N) – The White House is set to unveil a sweeping new Artificial Intelligence (AI) strategy on Wednesday that seeks to export American AI technology globally while curbing state-level regulations deemed overly restrictive, according to a draft document reviewed by Reuters.
 
The plan would block federal AI funding from reaching states with strict AI laws and task the Federal Communications Commission (FCC) with reviewing potential legal conflicts between state policies and federal goals. In parallel, it promotes the deployment of open-source and open-weight AI models and supports international distribution of U.S. AI technology through data center initiatives led by the Commerce Department.
 
The initiative also highlights AI-driven job creation and industrial transformation as central goals. Janet Egan, a fellow at the Center for a New American Security, said the plan reflects a shift from regulatory caution under former President Joe Biden to global infrastructure expansion under the Trump administration.
 
Although the strategy emphasizes growth and competitiveness, it also includes measures to defend against AI misuse and future risks.
 
President Trump is expected to officially announce the plan during an event titled “Winning the AI Race,” co-hosted by White House AI advisor David Sacks. The report, influenced by the National Security Council, was ordered in January to establish America as the global leader in AI and eliminate barriers to rapid expansion.
 
The plan reverses several Biden-era restrictions, including limits on AI chip exports to countries like China and regulations intended to ensure safe and competitive AI development. Trump has argued that excessive regulation stifles innovation and cedes advantage to international rivals.
